This tutorial was written by me on September 21st, 2012 and is the result of my own ideas. Any resemblance to any other tutorial is purely coincidental and unintentional.
PSP version: X2, but should work in other versions.
This tutorial was written assuming you have a general knowledge of PSP.
Scrap kit: I used a beautiful kit by Amy Marie called "Josie". You can purchase it at Inspirations Of Scrap Friends. Thanks so much hun!
Tube & Image: I used a wonderful tube called "Baby Dragon Fairy" by Lori Karels. Love this tube, it's adorable! You can purchase Lori's tubes from Up Your Art.
Template: I used template #51 by Tracy F. Designz, available at her blog HERE (the bulk downloads are on the right side, scroll down to find them).
Mask: I used mask #14 by Melissaz Creationz, HERE.
Font: I used Janda Swirlygirl, HERE.

Place the mask in your PSP masks folder or a folder of your choice.
Open the template, duplicate and close the original.
Delete the credit layer and change the canvas size to 800 x 750. Add a new raster layer and send to the bottom; flood fill with white.
Activate the circle layer; select all, float and defloat. Open a paper of choice from the kit and resize 70%. Copy and paste as a new layer and arrange as desired. Invert selection and tap delete. Deselect and delete original layer. Apply drop shadow, I used H&V 0, Opacity 62, Blur 12.
Repeat these steps for all remaining layers except the frames.
After adding the paper layer for Grey Rectangle 3, do not deselect. Open the image that came with the tube and resize 80%. Copy and paste as a new layer and arrange within the selection. Tap delete and deselect. Change the blend mode to Luminance.
Set foreground to #a1c9ed and background to #5b368d. Change foreground to gradient with these settings:
Activate Frame 1 layer. Select all, float and defloat. Add a new raster layer and flood fill with the gradient. Deselect and delete original layer. Apply drop shadow, I used H&V 2, Opacity 50, Blur 10.
Repeat for Frame 2, but uncheck Invert.
Flood fill Frame 3 and 4 with the background colour. Flood fill Frame 5 with foreground colour. Apply drop shadow.
Resize the main tube 80%. Copy and paste as a new layer and arrange on the left side as seen in my tag. Apply drop shadow.
Add your elements, I used:
2: resize 70%, arrange on left side above the background layer. Duplicate and move to right side, erase any excess at the bottom using your eraser tool.
df1: resize 25%, then 85%
el2: resize 65%; duplicate and mirror, resize 80%
el6: resize 40%; free rotate 80 degrees left and arrange in the right frame. Duplicate and mirror, arrange in the left frame.
el9: resize 60%
pprose1 & 2: resize each 20%
Drop shadow all elements.
Hide background layer and merge visible. Unhide background layer and add a new raster layer. Flood fill with the gradient above. Apply the mask and merge the mask group. Resize the mask layer 85% and use the raster deform tool to change the size and placement to your satisfaction.
Crop and resize your tag. Add your name and all applicable copyright and license information. Save as a png or jpg and you're finished! Enjoy your new tag.
